MS Excel to MySQL converter does not require ODBC. It requires Data Access Objects (DAO) library produced by Microsoft for reading MS Excel files. Some versions of MS Excel/Office do not include necessary DLLs, so it may be required to install Microsoft Access Runtime:

For 32-bit version of Windows and MS Office it is necessary to download and install 32-bit version of Access Runtime (the file name ends with "x86_en-us.exe"). For 64-bit version of Windows and MS Office 64-bit version of Access Runtime must be installed (the file name ends with "x64_en-us.exe").
