LIBEAY32.DLL is a part of PostgreSQL installation that is required for using the converter. Check that you have PostgreSQL installed on the same machine where you run the application from. Also please make sure that the path to PostgreSQL installation folder is in $PATH system variable. If the problem persists, copy the application executable file into PostgreSQL BIN subfolder and try to run it from there.
